EAP Operator House

A small hydropower plant depends on operators who can respond every day, not only when outside engineers visit. At East African Power’s Latoro project, the housing brief therefore distinguishes between local operators, a permanently based plant supervisor, and visiting management or technical staff. Journeyman International developed construction drawings and design consultation for simple, durable operator rooms alongside better-appointed staff quarters with bedrooms, bathrooms, shared living, kitchen space, and an open veranda. The site is flat and unconstrained, but the real design challenge is operational: separate daily and occasional uses, make cleaning and maintenance straightforward, and create a building that feels locally grounded rather than temporary.

An African architectural character was requested without sacrificing efficiency or buildability. The project is documented as a design package, not a confirmed completed residence. Its importance is easy to overlook but fundamental—reliable infrastructure also requires dignified, functional places for the people who supervise, maintain, and repair it.
