A larger civic building makes creative learning safer during war.
Trostyanets already runs 120 extracurricular programs for 1,560 learners, but its heritage youth building is overcrowded, difficult to modernize, and supported by a shelter sized for only 120 people. The proposed Youth Innovation & Learning Center adapts a larger two-story building at 2 Voznesenska Street, with a basement shelter for 370 people and room for more than twenty arts, technology, music, theater, craft, language, and technical studios. The plan preserves the existing structure while replacing obsolete systems, improving accessibility, and creating clearer circulation around a courtyard.
Mineral-wool insulation, a ventilated facade, heat-recovery ventilation, heat pumps, efficient lighting, and an eighty-kilowatt solar array are intended to reduce energy demand and improve year-round comfort. The 2026 questionnaire defines a detailed renovation brief; final design and construction are not yet verified. The project's urgency is direct: creative education should not stop each time an air-raid alert exposes the limits of an undersized shelter.
